Provide formatting guidelines for contribution #11

As can be seen in #10, commit b8a309ad2c, the formatting is different to ours.

We should:

make the template more flexible, so people don't need to open an issue or a pull request
provide some contribution guidelines, even some simple ones should be enough
for such simple stuff as formatting try to make a Gitea Action
~~be more polite 😒~~ edit: don't be retarded at the very least
